figure, until the whole indemnity is extinguished at the

end of 1945.

12. At the risk of unnecessary repetition, it may

perhaps be recalled here that the principles of the re-

commendations of the Indemnity Commission were 1–

(1) £350,000 a year from current incomings

to be spent on educational work until 1931, after which

date the incomings are to be spent in their entirety

on such educṇtional work, and

(2) Existing accumulations, plus the annual

balance after the educational allotment down to the year

1931, to be invested as an endowment fund to continue

the educational work after 1945) this fund to be in-

vested in railway construction, with particular reference

to the completion of the Canton-Hankow line; or, ir rail.
